With iOS 11, Apple made a modification of how the Control Center worked. Buttons which had previously turned off Wi-Fi and Bluetooth now just avoided brand new contacts, keeping the radios started up so that functions such as AirDrop, individual Hotspot, and Handoff still work, as well as the Apple Check out and Apple Pencil continue to work.
